About recruitment issues in all Western nations. Perhaps the messaging of many ideologically driven policies has destroyed the desire for many to serve. Why because what our own governments have created or done to our own countries is no longer worth fighting and dying for. Look at Ukraine, they declared Marshal Law and required all men aged 18-60 to stay in the country and be ready to fight and die. They didn't have a choice.
Russia is not a threat and Russia has no interest to be a threat to Central and Western EU countries. The promotion about that threat is the actual threat to EU.

Europe is not going it alone. US forces are already stationed in, and have been supporting of, many NATO countries in the event of any future attack. Thus, European NATO countries can easily afford to give more resources and ramp up military production 24/7 today. The problem is one of misplaced priorities and not having the will to act. The strength of the EU is its many voices. Unfortunately, in the same token, the weakness of the EU is its many voices. Its top leadership has to stop talking and start acting.
