Tragedy Strikes Vancouver Festival: Premier Eby Speaks on the "Senseless" Act of Violence
In a harrowing turn of events, the Lapu Lapu Day festival in Vancouver, which was meant to celebrate the vibrant Filipino community, was marred by tragedy on Saturday night. Premier David Eby held a press conference on Sunday morning to address the shocking incident in which a man drove an SUV into a crowd, resulting in the deaths of 11 individuals and leaving dozens more injured.
Premier Eby conveyed his heartfelt condolences and anger on behalf of the community. Just 24 hours prior to the incident, he had attended the festival with his daughter, reveling in the display of culture and unity. At the press conference, he stated, "British Columbians are right to be angry. Here’s a community that has done nothing but give. They have been overlooked in terms of their contributions to our province, to this city, and to this country. Now, during an event that proudly showcased and celebrated their culture, it has been destroyed by a single individual."
According to Vancouver police, the suspect, a 30-year-old local resident, drove into the festival from East 43rd Street, becoming the lone occupant of the vehicle involved in this devastating act. Interim Chief Constable Steve Rai clarified that while the suspect remains in custody, investigators do not currently believe this act to be one of terrorism. However, the motive behind the attack remains unclear, leaving a community grappling with grief and confusion.
As the investigation continues, local leaders and community members are left reflecting on the impact this senseless act of violence has had on the Filipino community in British Columbia. This kind of thing never happened years ago but in the last 5-10 years we have seen a large increase in unprovoked attacks in Vancouver, and all across Canada. Many of them are metal health related. This whole country needs to revaluate how it deals with metal health people, especially the evaluation of the state of their health in respect to the safety of the public if they are interacting with society. Many people with interactions with police suffer from mental health.The government can say all they want that these people get through the system with proper assessment but the increasing amount of incidences of violent unprovoked attacks say the opposite. They are getting through the system with weak evaluations that are allowing repeat violent mental health people to continue and often ramp up their intensity of attacks. We know there is no crystal ball in predicting exactly what a person will do in the future but the system is not working. How many more ticking time bombs are out there, interacting daily with the public? Why were these kinds of attacks not happing in the past but are now? That is a question that needs to be solved in order to address the current problem. Society is not handling the mental health issue effectively and these people of the Filipino community paid the heavy price. My wife is a Filipino health care worker that has co-workers with loved ones in the hospital in critical condition yet she goes to work today with a heavy heart, looking after our seniors, with a feeling that her community and culture got picked on. This is not right for any people of any ethnic background.

I wonder why his identity isn't being shared. I wonder why this attack isn't being treated as a horrific hate crime and is instead being tip toed around. I wonder why the police were hesitant to arrest him before now despite all of the supposed markers of a violence he had. It's a real thinker!

What can be done?
• Tightening bail laws: Some provinces and the federal government have already started adjusting bail rules to make it harder for repeat violent offenders to be released. (e.g., Canada’s Bill C-48 passed in 2023, making bail harder for violent repeat offenders.)
• Better risk assessments: Courts could use improved risk assessment tools to better judge who should be released and who should stay in custody.
• Specialized courts: Mental health courts or drug courts can divert certain offenders into treatment programs instead of cycling through jail and release.
• More supervision: Instead of just releasing people with no support, invest in stronger supervision — like mandatory check-ins, ankle monitors, or halfway house placements.

• Bail reform: In 2019, New York tried a big bail reform: for many non-violent crimes, judges couldn’t set cash bail at all. It led to concerns about rising crime and was partially rolled back in 2020 and 2022 — giving judges more discretion again to hold people based on the danger they posed, not just whether they’d show up to court.
• Kendra’s Law (1999): After a woman was pushed in front of a subway train by a man with untreated schizophrenia, New York passed a law allowing courts to order certain mentally ill individuals into Assisted Outpatient Treatment (AOT). If they don’t comply, they can be hospitalized involuntarily. This has been very successful at reducing arrests, hospitalizations, and violent incidents among participants.

• Portugal: They decriminalized minor drug offenses and focused heavily on health treatment instead of jail time. Result? Lower addiction rates and lower crime.
• Norway: Invested heavily in rehabilitation over punishment. Their prisons are more like campuses; inmates are treated with dignity, and the reoffending rate is one of the lowest in the world (~20% compared to ~70% in the U.S.).
• Australia: Expanded Forensic Mental Health Services — meaning psychiatric help is built into the justice system for people who offend because of serious mental illness, not just general treatment after the fact.

I think it’s isn’t about putting blame on institutions but rather instead think about how we care about one another. If we knew how to care about one another, institutions wouldn’t have to bear that much burden. In fact, institutions would’ve learn to care even better because we are not distant to each other, we are connected to one another. And not just the surface. Instead of focusing on just looking down and just work, living in fear of change, learn to care about each other, communicate with compassion. Learn to talk about feelings. Because if you don’t learn to care about each you may not know if one day people close to you might leave your life or if one person can’t take it anymore and become a deranged individual raging on society.
