Even if Ukraine moves to the defense in Kursk they can slowly fall back without the political implications of loosing Ukrainian territory, a the same time driving up the costs for Russia.

They could play this game for tens of thousands of square kilometers, where Russia gains territory in Donbas and Ukraine in Kursk, but eventually, it comes down to the same issue that Ukraine has not got the manpower to win this. Also, they cannot move too far before Russia would use unconventional weapons. A foreign country invading their territory with hundreds of tanks and other military vehicles is all the justification they could possibly need.
