Try a new free editing program (DaVinci Resolve etc). If the issue shows on that as well, it’s a hardware issue like others have said

After about 10 minutes of mind-numbing , pause-plagued dialogue and time frame jumps I've decided I will give up the name of Bin Laden's personal valet, my Swiss bank account passwords etc….Staying at a Hostel? Great to see you in the Azores! There’s a great hike to a waterfall that starts by the old ruined church on the lakeshore in Furnas. Also, go to Siete Cidades and hike the rim of the caldera if you’re feeling up for it, as well as go to the lakes and see the amazing Grota do Inferno viewpoint. There are lots of hot springs in the mountains. I’ve never been to the other islands, only Sao Miguel, but I hope you will. Santa Maria would be the easiest option, but Pico and its neighbors would be more interesting.

have you tried updating to the latest graphics drivers for the Intel Arc? The problem with the integrated version of the Arc graphics is that they are brand new so it hasn't been around very long. You could try playing around with the hardware acceleration settings as well.

Hi Gabe. I use Wondershare Filmora Editing system for the last 5 years and no problem at all and fairly easy to use. Try that.
Fortunately this video processed mostly normally on the first try. However you can see the issue I'm talking about for a couple seconds at the very beginning, at 0:04 in the video. So it will very likely be an issue in the future unless I can get a better version of the program. I still haven't heard back from customer support for the editing software I use, Videopad, but hopefully they will get back to me tomorrow since it will be Monday. PS. Here are the specs for the laptop I'm using: Asus Zenbook, Storage: 1 terabyte, Graphics card: Intel (R) Arc (TM) 140T GPU (16 GB), RAM 32 GB Speed 7467 MT/s, Processor Intel (R) Core (TM) Ultra 9 285H 2.90 GHz, 64 bit operating system, x64 based processor. Let me know if any further info would be helpful for diagnosing the problem.
