The taxe rate differences between provinces caught me by surprise when I moved here from China. I had no idea there is a tax selling products from one province to another. That's mad.
In China there is a single tax rate (sales tax, income tax, etc) and no internal trade barriers whatsoever (except the special administered regions of Hong Kong and Macau but they are almost being run like separate countries). It's just a massive single market over there and I think that contributed to the success of the Chinese economy.
