UNRWA, a 3bln dollars a year enterprise, wants everyone to know they're irreplaceable.
It is a bill, not a law yet. However, for Palestinians to have a state, UNRWA must be replaced with a better entity.
UNWRA should have ceased operations decades ago, like every other refugee agency. They're there to help resettle refugees for a year or two, as they've done with every other refugee population in history. Not so Palestinians can have their own agency, which no one else has, and not to keep refugees in camps for 75 years, keeping them dependent on their aid ad infinitum.
Why must Palestinians rely on aid in their own country with a government?

When an aid agency gets involved with the wrong side it ALWAYS HURTS THE SUPPOSED BENEFICIARIES. So UNWRA should never have been allowed to be compromised. There are other aid agencies that would fo a far more efficient job without the compromise. UNWRAs compromise has allowed HAMAS to control the food and distribute it slowly to control the population. So HAMAS has been the cause of the food shortages. Get rid of UNWRA AND APPOINT ANOTHER GROUP OF NGOs
