The Central Government does not have absolute power. Each Region has it' own Government and is responsible for everything in that region! In the current situation, the Central Government of Spain has to wait for a request for aid and can't just act!
So far, my understanding of the current situation puts the lack of warning and slow response squarely on the Valencian Regional Government! But I'm looking forward to the full investigation that will be coming!

Though this will be used as fodder for our climate change aficionados. Spain has a history of flooding, and it's not unusual, considering. The EU social engineers have been on a spree decommissioning dams all over Europe. This disaster falls squarely on their shoulders. The anger of the people is justified. Their government should have resisted this EU nonsense, and they should have stood up to this eco tyranny.
