This story isn't giving much background info on why people are so riled up. Apparently there has been shortage of petrol in the state attributed to a 16 December Russian decree barring all Russian companies except for Rosneft, a majority state-owned oil company, from exporting petrol to Abkhazia. The decree has not been made accessible to the public. Rosneft has also been discussing pursuing oil exploration on its shores with the Abkhazia government.
