As much as we may want, not all dogs love getting dressed up in Halloween costumes. My dog certainly doesn’t — as soon as I try to put something on her head she protests. This 2 pack of Halloween scarves is another simple alternative to a costume ($4-5 on amazon, depending on size). Many dogs get sent home with a nice new bandana/scarf after a groom and don’t mind wearing them at all.
