In late July, tragedy struck on the streets of Toronto when a 24-year-old woman lost her life after being struck by a dump truck while biking on Bloor near Avenue Road. The young cyclist had to veer out of the bike lane and into traffic due to a construction waste bin blocking the lane, ultimately leading to the fatal accident. As a result, the City of Toronto has filed bylaw charges against the bin disposal company, Ontario Trucking and Disposal Ltd., and the general contractor, Mass Contracting, involved in the incident.
If convicted, the companies could face a maximum fine of $1,000 per charge, a penalty that has been met with criticism from experts and advocates alike. The tragic death of the cyclist has once again highlighted the importance of ensuring the safety of cyclists on the streets of Toronto, especially in areas where construction and heavy traffic may pose risks to vulnerable road users.

Those charges is so small that it means nothing to them. A life loss. Charges should be based on percentage earnings instead. That would really hurt companies
Roads get blocked by construction equipment or other vehicles all the time. Its on the operator to watch where the fxxx they are driving/cycling. If i drove full speed into a waste bin it would be on me whether i died or not lol

I am also a cyclist. All cyclists need to share the road and ride with care. Stop and look if you have to, and don't change lanes without checking, even if the other person is in the wrong. Be careful out there.

Blocks in cyclist roads should be marked with merging signs, which notify both cyclists AND motors that merging may occur at that point.

Most cyclist have a sense of entitlement in Canada, heaven forbid if you cross their bike lane! They EXPECT all drivers to see them, yield to them, and stop for them, but unfortunately this is not always the case.

This is not fully correct. At the spot where the construction bin was placed, there is no bike lane. The bike lane stops and is replaced by a right turn lane for cars. This lane has only a right turn arrow painted in the lane. There are no sharrows or indications for where the cyclists are expected to go. So they usually go in this right turn lane and mix with turning cars.
More. On both the north and south sides of Bloor, east of Avenue Road, drivers routinely park their cars for different reasons. This happens 24 hours. I’ve seen a car marked with a security company’s name parked with no one inside (the security officer appears to have gone on a patrol.
If this bin had been placed 1 metre away from the curb, cyclists would be able to pass it on the right instead of mixing with car traffic (regardless if it had a permit to be there or not).
There’s more. Just 2 blocks to the west, at Bloor and St George, that intersection is currently under construction and redesigned as a protected intersection. If Bloor and Avenue Road had a protected intersection treatment, it would not have been possible for drivers or bins to block the cyclists. This cyclist would not have been killed.
This intersection can be redesigned as a protected intersection with temporary materials and the job completed one or two weeks from now (or when the decision to redesign it is made). The councillor and the mayor spoke out about how they want to ticket the people involved in placing this bin but this is very shortsighted and does nothing to fix the problem. People continue to park cars and trucks in the path of cyclists. Cyclists respond by going around them, into the path of cars and sometimes forget to look for approaching vehicles. That’s the point of a protected intersection, it allows for travellers to make mistakes without being killed. There are currently 5 ghost bikes to memorialize cyclists killed within a 2 block radius of Bloor and Avenue Road. Eventually we will have a ghost bike chained to every lamp post and the city will keep handing out tickets. It makes no sense at all. Please Google protected intersection or Dutch bicycle friendly junction to learn what makes this so safe. Lives of our neighbours depend on it.
Bike lanes will always get blocked, this is a result of a congested modern City and fining companies for blocking lanes will not prevent another death. The cyclist was reckless riding out into traffic without looking and tragically died. But the government will always try to find a scapegoat to blame to make appear they are doing something to appease the blind public to the real cause. It is just a band aid solution. My condolences to the victim.
As a person in the trades it is impossible to work downtown Toronto safely these days. There is nowhere to park, nowhere to safely put a garbage bin, nowhere to safely work.
The best thing to do is stay away from Toronto all together. It’s not a safe place.

Cyclists think they are invincible for some reason. They think because they have right of way they don't need to be careful, and they are not careful at all.
This is sad but what if a vehicle would have been broke down in the lane? Is the car owner responsible for a mistake the cyclist made going around it ? They messed up with the spotting of the bin but they are not responsible for the death.
A lot of energy being thrown on the two companies. Maybe Toronto and Canada as a whole needs to take a look in the mirror. This is on the politicians too weak to make the changes necessary to make our cities better and safer.

Riding in the bike lane : If your lane is obstructed, either merge into the right lane of traffic safely to get around. Or stop ,look wait , get off the bike and walk it down the sidewalk if necessary. Both options are your's to decide. It is a tragic loss of life. Condolences to family and friends.
