British Storm Shadow have a 250 KM range, American ATACMS have a 300 KM range. So if they are launched from Ukraine they cannot reach Moscow, which is at minimum 755 KM away from Ukraine.
In theory the Storm Shadow missiles could reach if launched from an airplane, but that would significantly diminish the sucess of the operation and skyrocket the danger for the pilot adventuring into Russia's air space as the F-16 and old MIG are not exactly stealth airfraft
