Blindsight won't actually work for congenitally blind people because our visual corticies have been remapped to process language and other sensory data. There's no evidence that one of us who has never seen light will suddenly experience it when that device is switched on, and plenty of evidence against it. I'm congenitally blind and I wouldn't do it if they paid me. I don't want invasive brain surgery, and the reward is far from worth it.
