The atmosphere is not safe to breathe in because of all the cement dust and debris. They would have been safer in the Humanitiarian Zone with ample food stuffs and medicaments with Clinics. Also how is an Aid Truck supposed to drive down a rubble blocked street with unexploded Bombs and whatnot?
