I have a feeling that Germany is running low on money, which means the financial support for Zelensky is also dwindling. The issue is that Russia has 50,000 sanctions and doesn't seem to be stopping anytime soon. It's pretty obvious that Olaf Scholz's decision is a no-brainer.
