We need to rebuild more resilient every time. If your home was lost to flood, it should be required by code to elevate the home you rebuild on piers, above future flood levels. If your home is lost to fire, the home you rebuild must be made from hempcrete or other non-flammable materials. If your home is destroyed in hurricane winds, you should have to rebuild with the structure able to withstand even stronger winds without damage. Etc.
