What a terrible “news” report. You got the numbers wrong, (from your own web site), “A business case analysis suggested that keeping the science centre at the current site would cost $1.3 billion over 50 years, compared with $1.047 billion over 50 years to move it to Ontario Place.” This Global report also downplayed the seriousness of the Auditor Generals report on the bidding process and how it did not follow "typical procurement law or directives," as the government gave itself authority to choose bids that did not meet the pre-determined criteria. Pure corrupt process, how else could it be said.
