At least in Mississauga many of the streams like the one that overflowed here are above ground. Mississauga has started to improve these old streams to better handle today's weather, but it's expensive and can't be done all at the same time. I'm probably wrong, but the 400 series of highways added or expanded along with years of development is the cause and neglect over those years. Things change but city staff and budgets didn't. At least Mississauga is further along than most major cities such as Toronto in recognizing the problem with an additional storm improvement tax based on surface area of development. Toronto is still 'thinking' about what to do. If I'm right provincial highways are also partly to blame, then it's fair they too should fix and improve infrastructure.
The weather is getting more intense every year….only time will tell…hoping everyone is alright

Okay… as someone that works with infrastructure…How do you predict a rare event of 1 month worth of rain comes down in 4 hours… its not a political issue or ignorance issue, we know the problem exist but its not as easy as spending more money and hoping it fixes the problem. texas didnt expect the winter they got last year cause it rarely happens. use your critical thinking skills, I swear most people the comment section has a IQ of room temperature water.
