City busses are subsidized otherwise they too would go bankrupt. The reason why they are getting subsidized while intercity busses aren't is because the city busses supposedly relief city traffic by having less people use cars. As for air transport, they got subsidies because it would be more damaging to the economy to let all air industry go bankrupt.
