To avoid 50% additional tariffs by April 9th, China must pay the 1 trillion trade deficit to the USA. Simple…China can agree to cancel 1 trillion of U.S. bonds it holds. Magically, the U.S. fed would just remove that amount of debt liability from its balance sheet. Then, the national debt drops to 35 trillion from 36 trillion. Done deal!

The main goal with these tariffs is to bring manufacturing back to the U.S.. After what we saw with the supply chain issue during COVID, it started to be a national security issue. (China refused to release the N95 masks that were made in China by the American company 3M.) Reguardless of it collecting money or correcting a trade imbalance, in the end it is about national security.

Well I can tell you that according to Donald Trump, my grocery charges me a 100% tariff… because it literally has a 100% trade surplus on me. So let me put another tariff on my grocer??? The power of executive orders & the loose use of 100+ year old laws needs to be checked. It's an abuse of power plain and simple. Meanwhile Elon was just awarded a multi billion dollar launch contract by the US gov.
Going through the legislation process means there is sufficient support and the government is set on the policy. Successive government would find it hard to reverse it unless something big enough to warrant the change. President executive orders are the whim of one man and easily overturned by the next president. This means there is no clear commitment from the government therefore unlikely to be long term, companies are not going to reinvest into the scheme when it cost billions dollars and years to make the switch. And if the tariffs gets lifted before they at least recoup the investment which takes multiple years at least, it's wasted. Their new operation is not viable on free trade market without the tariffs. Much cheaper in both short and long term to increase prices, reduce production and wait it out.
The proper process also gives time for the industry to adjust, reinvest and build.
