He has the power of clemency over the judicial branch to pardon or commute sentences and to nominate Supreme Court justices, which are then confirmed by the Senate.

Cassidy's hold-out vote was needed to pass the Finance Committee, so he leveraged it to gain power and inject himself into the decision making process of the HHS. Cassidy is impairing Kennedy's ability to meet his healthcare objectives. Listen to Cassidy's presentation on the deal.
