Iran has an internal huge problem. It is in no shape to have a war, not even a cold one. The amount of anti-regime iranians increase and without a well armed revolutionary guard, the ayatolah would last a long 5 minutes. This is why iran doesn't want to retaliate, it's biggest enemy is within.
