well China had been delaying clearance so tunneling machines for the past 6 months, that just got cleared and a few other issues got sorted. So I am not sure about pivot but yah India has decided to look out of it's own interest. At least as long as USA keeps up it's idiotic policy of strong arming India.
India's relationship with China will remain Cooperative Adversarial. India requires foreign investment from China but unfretted market access will be disastrous for India. The current policy of India to allow Joint-Ventures, where Indian partners have the majority stake and Chinese partners, the minority stake, is the right way to go. Also the incentives which are being provided for production linked to exports is a good policy. USA was being given the same benefits, minus the joint venture restrictions, but they blew it off, so now China it is.
