Need to do lawsuits against the banks that are using social security numbers as if they were secrets like some kind of password when the government told them many decades ago not to. They were never designed or intended to be used as verification of identities of people. SSN numbers were never designed or intended to be "sensitive information". They are only sensitive information because banks started using them as passwords or to verify the identities of people, which should be illegal because using social security numbers is not sufficient for that purpose.

It is really funny to me that when these breaches happen, it seems that regular people pay the price as far as losing money and ID theft! You never hear of rich people having issues, Tom Cruise, Elon Musk, Jamie Dimond, Jeff Bezos or Warren Buffett and the list is long! Why is that, they have social security numbers and have to deal with everyday life like the rest of us? Just seems strange to me?
