I understand the frustrating circumstances these people are going through but if you choose to live in a RV rather than a rental property because of affordability and once again I understand the problem but the businesses in the area need accessibility to them so the city needs to start working with them to come up with a solution and not be on the other side of the fence.
This is a bit off-topic, but wow, if you want to entertain yourself just for the heck of it, try reading a contract drawn up by almost any trailer park here in Ontario. It's clearly written to prevent the park from having anybody play the "I got now where to go card" on them. Even moving your trailer from a site to storage within the same park requires the signing of another very one-sided contract.
RVs breed mold when lived in cold weather and are really built for weekends during summer months. I pity anybody living in one but I'm not different than the trailer parks. Get them off the streets. In many cases, they are blocking fire hydrates. How can that be OK with locals?
Move to a more southern town, they are more acceptable people.

How does one have thousands of dollars per month in fuel and insurance, on top of whatever maintenance/repairs/heating etc, in a vehicle which cost multiple tens of thousands of dollars, but not $1200/mo for a crappy apartment?
Make some Vacant unused Crown land available for them to park for the winter. Be a freaking neighbour to a fellow Albertan. These bureaucrats need to be fired. Canada needs to Fire 50% of public workers so we can get back to work getting stuff done.
