It's not revealing but upon further inspection, I can understand how it went against the dress code. They wouldn't have said anything if it was all one dress instead of the top and the skirt being disconnected.
Tank top isn't the same as a sleeveless shirt. A tank top has narrow to wide straps over the shoulders but dos reveal them. The manager/ owner in the video has a sleeveless shirt on with a high neckline. It isn't revealing.
The wait staff person in the clip has quite a short skirt on as noted. This might be revealing when bending over. The sleeveless shirt would not.
As for the yellow dress (pretty as it is) it definitely is not business casual as the dress code requires. It is revealing as is (cleavage) but may be moreso if the guest were to bend forward.
Doubtful weight has anything to do with this but the restaurant definitely has a conflict between staff and guest dress codes.
