China decides AI to be tool as part of "digital infrastructure", not for profit. like what they did to concrete infrastructure. China does not treat AI as "commercial product" itself.

Even a child knows that a free, open-source model is the way to go. Why should one pay an exorbitant price when one can get 95% equivalent performance for free? I will pity those pax silica nations if they are NOT allow to access free models by their govt. Very authoritarian.

The world needs responsible, democratically controlled AI that respects privacy if we want to save humanity and most life on earth.
The fact is the US is scared. Every time they spend billions developing a new Large Language Model, China releases a cheaper one that's almost as good.
However, try asking a Chinese model about the Uyghurs, or whether Taiwan is a sovereign country, or if China respected the 1997 handover of Hong Kong. You'll realise their models have the Chinese Communist Party training. Of course they want them to be open source, that's how they spread the pro-Chinese message.
In the long term it's up to individuals to make their choice. The whole industry is likely to collapse soon anyway, due to circular financing which is unsustainable.

This video discussion covered most of the important points, except upgrades. In the US AI environment, upgrades will flow naturally as long as hardware can support the upgrades. And remember, the US is not an Authoritarian Country with a Central Party apparatus.
China is an Authoritarian Country. Yes its AI model is open as it currently stands. But China wins markets by dumping products and driving competitors out of business. Thus, what about upgrades? Each time customers upgrade, ALL their data will be open to Chinese Communist Party data mining. This means the initial free and open access is a Trojan Horse to get total control. Then China will own all the end users.
Could the US also control the end users of its AI? Yes. However, the US AI model is a consortium of the US Government and US Tech Companies. It’s not under single Authoritarian control like China. The architecture will be based common, but the different Companies will apply it in different ways. This means end users could have different results and will have layers of internal security.
Both sides are trying to use AI to control the masses. They want to create a profitable planetary prison that only they control.
We must reject digital dystopia.
