Trump’s Russian Diesel Deal: A Closer Look at Its Impact on U.S. Oil Markets
In a recent analysis, Maximilian Hess, a fellow at the Foreign Policy Research Institute and founder of Enmetena Advisory, sheds light on Donald Trump’s controversial diesel agreement with Russian President Vladimir Putin. Speaking from London, Hess argues that the deal is unlikely to bring about significant changes in U.S. oil markets.
Hess points out that the initial commitment of 300,000 tons of Russian diesel is negligible when measured against the vast consumption of diesel in the U.S. transport sector, which requires over 1 million tons daily. In essence, the amount involved in this agreement amounts to less than a full day’s supply, with subsequent deliveries expected to only cover a few additional days’ worth of diesel.
One of the central questions surrounding the deal is Russia’s capability to deliver the promised fuel. Hess notes that since July, Russian exports of diesel have been curtailed due to ongoing Ukrainian strikes, casting further doubt on the feasibility of this agreement.
Moreover, Hess characterizes the move as “far more rhetorical” than a concrete shift in sanctions policies. He highlights that earlier waivers enacted in March and April already covered most Russian crude, allowing for a semblance of business as usual.
Looking ahead, Hess observes the implications of the Lindsey Graham sanctions act, which is set to introduce new measures by an October 19 deadline. This act enshrines certain sanctions into law, making them more difficult for a future administration—regardless of who occupies the White House—to rescind. While Trump has the authority to suspend some sanctions, such suspensions are limited in duration, lasting only six months.
