This literal war on illegal drugs, in my humble opinion, has to address the demand side, and that can be very effectively addressed if President Trump would simply issue a presidential directive that directs the drug testing of every federal employee (26 million), and he should call on all of the governors to have all state employees, including all law enforcement officers, to also be tested for drugs on a semi-annual basis with zero exceptions, including the president himself and every member of Congress.
