I would say that it would also be in the interest of Sweden and, to a certain extent, also Norway to help Finland build a strong border (also the Norwegian land border towards Russia).
First, maybe a sum of X split to 70% Finland, 20% Sweden and 10% Norway. Then maybe a collective border fund could be one way where the countries pay into the fund for 5 years and then the interest from the fund can be used to reinforce border security, not personnel but security like walls, fences, cameras, lights, mines and so on. But also maintenance that will be needed.
one month of defence building is one day of protection when attacked. So the faster the building starts, the better. The best defence right now is helping Ukraine but we can do both things. Ukraine needs more ammunition, and Finland needs concrete and fences.

For decades Finland was neutral and no fence was needed. Then they decided to join NATO and become a threat for Russia. Now need a fence to counter that threat which they created themselves.

The point of this fence is to prevent asylum seekers from exercising their right to refuge. It has no effect on russian spying or will it stop the russian army.
